"Joe A. Bailey was the former Mayor-Finance Commissioner of Mobile, Alabama. He served in that role before passing away on November 10, 2014, at the age of 102. He was a prominent figure involved in various civic and business achievements in Mobile, including his expertise in the pension-health benefit field and establishing one of the first Home Health Agencies in the city. He also played a role in the plans for Ingalls Ship Yard and Alabama Dry Dock."
